Service Restoral Goal means absolutely nothing?

A plumbing contractor cut our line because AT&T was too lazy to come out and mark it. Now, I have a ticket set-up for service and all it says is "Service Restoral Goal: 4:30PM today" (which it is long past now), and every time I call 1-800-247-2020 I get transferred around to different useless representatives who say they can't do anything but open tickets, and have no way to contact the technician to see where they are or what the heck is going on. What is the point of having Service Restoral Goals if they mean absolutely nothing and the technicians are invisible to the people who dispatch them? Can I please have someone come out to my location to fix my service?!?! That I pay for and that AT&T neglected to do right when contacted by digging notifiers? I am at my wit's end with AT&T and Comcast is looking WAY more attractive.

This is a customer to customer forum, only lightly monitored by AT&T. I can't speak to your service ticket delays. But for future reference, it's not AT&T's (or *any* utility provider's) responsibility to mark their infrastructure for your projects. You should call 811 at least a week in advance of planned projects to have all of your utilities marked.

811 was called, hence "AT&T neglected to do right when contacted by digging notifiers"
