Outdoor cable burial

AT&T installed new cables to me & my neighbor about 4 weeks ago, both cables left above ground.

At some point since then my neighbour’s cable was buried,mine was not despite the fact they are a few feet apart. MyAtt&t website really does not offer any way to address this kind of issue.
