Service down for over a week, Refund for month?

Can AT&T Refund our month of October for down service on their end, which they didn't catch? I had to call to notify them something was wrong.

We've been monitoring our 100 DSL for the past week due to slow internet and we're only getting half. Apparently one of the pairs is down in our area.  They scheduled a tech to check it out but they didn't show up.

AT&T also states we could be charged $99.00 if the repair is in our home, which I doubt because no one has touched anything.

AT&T is quick to charge me $10 a handful of times ONE day after my bill is due. Can AT&T also partially refund me my bill when they failed to detect a downed service for well over a week?  If you guy's value your customers, why do you charge late fee's for one day after bill date? But not return the favor when AT&T fails to detect issues that affect the customer?

Yes they can and will issue credit (not a refund) but you must call to request it. Not sure what, if anything, you’ll get since you said your service was not totally out, just not as fast as normal.

As stated, you can call and ask but it has been my experience that they will credit $5 for each day your service is completely out. 

I don't know what you can expect for slow speeds.  Maybe half that ($2.50) since your speed was half of what you signed up for.
