New IP possible?

Is it possible for at&t to assign a new global/public IP address? Let me explain why I ask.

My father and I both have DirecTV Now streaming service, AT&T Uverse internet, and we both use firesticks from Amazon. I won't give out the full IP's, but my fathers is 104.xxx.xxx.xxx and he is able to pick up local channels on his firestick, pc, smartphone, etc.. My IP is 108.xxx.xxx.xxx and I'm not able to pick up the local channels on my firestick, pc, or roku. I can, however, get local channels on both 4g network and wifi on my smartphone.

My fathers IP, when looking it up, has a zip code matched to his billing zip code. My IP's zip code, however, is matched to a city 2-2.5 hours away from me. According to both DirecTV Now tech's and AT&T Uverse techs, they say it's based on geolocation of the IP. It would explain why my dad gets the locals and I don't except on my phone. I was told I get them on my phone because on the phone it's based on the geolocation of the phone since it's more accurate because of built-in GPS. 

So with that being said, I'm not referring to the modem IP of 192.168.1.254. I'm talking about the global/public IP like 108.xxx.xxx.xxx. I got a new modem in the mail today with a new MAC id on the modem, but that didn't change my IP address. AT&T Uverse swears up and down my IP is dynamic, but no matter how many times i reset the modem and even changing out to a new modem today has not changed my IP address in several years. I would assume mine is static even though their system shows mine is dynamic.

So, can the IP be changed to have a zip code that matches my billing zip code? AT&T Uverse on social media told me it could and to call in. I call in and they say they can't. Someone please help.
