Breached Email

My email has been breached and even though I have changed the password 40ish times, the hacker still gets in. Is there a way to lock the account or something so nobody can sign in? Have been in contact with AT&T customer service for the last few days and the only thing they will assist me with is telling me to change my passwords... useless.
