I told Kesha in Tennessee I would not sign up if I am going to receive a bill after signing up and she assured me I wouldn't. ...sure enough after signing up,... you guessed it, I received a bill.

Details of that bill could be useful... was the bill for $0? Did the bill reflect any ACP benefit?

Of course you get billed, why any rep would see you wouldn’t I can’t explain. If the ACP benefit is sufficient to pay for your internet, the bill should be for $0. If your internet plan costs more than the benefit, you pay the difference. It’s also possible your ACP benefit hasn’t been applied but free or not, there is always a bill.
