How to encourage AT&T to put fiber in my area

There is no way to influence AT&T to install consumer fiber service to specific areas.  They put it where they want and even then a lot of the decisions make no sense to those of us on the outside.

What speed levels does AT&T already offer in your neighborhood?  The answer to that might give us a clue as to whether your chances of ever getting fiber is a "possibility at some future date", or, "don't hold your breath, it probably ain't happening".
