Fiber Optics is used for many different projects including backhaul for cell towers, government services including schools, police / fire, libraries, new construction subdivision, business areas, and upgrades to existing neighborhoods.
May want to check with local government permitting office(s) to see what has been filed.
Or as stated talk to the workers, as no front line person you could access would have engineering information and you cannot reach the engineering group for residential questions.
