The only people who could definitively tell you why, why not, when, etc are the small group that makes these decisions. They don't interface with other AT&T employees that any of us could ever talk to. Bottom line, you'll never be able to get an answer.
From outside, the process looks to have no rhyme or logical reason and we often joke that they put a map on the wall with a room full of monkeys and hand them darts. Wherever the darts hit the map, that's where they deploy fiber.
You might get a little hint of the possibility of you ever getting it from the highest level speed AT&T currently offers for Internet service at your address. What does it show when you check on att.com for availability?

Ooops, I just saw your other post where you provided a bunch more info.
So the houses on either side of your house on the same side of the street can get fiber? Is this all new fiber or has it been in place for awhile? There are a lot of possibilities and hopefully one of our forum members who work for AT&T (not ATTHelp) will pop in here and give you stuff to check out about the equipment by your house and such.

Yep, every address around me can get it. Granted my house is a little further off the road, it's still within the limitations of equipment and fiber connectivity. Heck, I get Uverse now. I'm a network engineer by trade and it just rubs me the wrong way I cannot get a competent person at AT&T to give me a straight answer.

Did it 3 months ago. Never heard anything back. So I called them again today. All I get is the same canned script.

I don't think you're quite ready to go the FCC route. Let's see if dave006 or my thoughts can guide you to see what's really in place at your house. If that fails to provide a path forward here's the info about the FCC complaints.
Fill out the form HERE.
This will get the FCC to contact the AT&T Office of the President on your behalf. Once the OoP people get the notice they should respond to it within 24 hrs (sometimes even on weekends) and they may be able to get things done. Once you submit, make sure you're ready to get a call from a number that isn't familiar. If you miss it your chances of calling back and getting a successful result goes down.

It's been 4 months since I posted this and nary an e-mail or call from AT&T. So, I filed the FCC complaint. Thanks to browndk26 and tonydi for the information!

I finally got some traction and now I have a scheduled install date. I hope this was not a move on ATT’s part to just have a tech come out and tell me my house is too far away from their equipment. I read somewhere they only go 500ft with fiber from the curb to premises.
