unburied fiber cable running through front and back yard

I am extremely frustrated and very, very upset. I have an exposed cable inside my backyard for more than 3 months, I have contacted several times some technicians have already come to my residence just to confirm the exposed cable but NEVER to solve the problem.
It is truly absurd to have an exposed cable running in front of my door for more than 3 months and no one can solve it, and the worst thing is that I have small children and for safety of not tripping over the wires and falling, they cannot play outside.
My mother, an elderly woman, almost fell tripping over this wire.
When I call customer service, they schedule a technician to come, but sometimes no one comes. It's March 2023, but this cable has been exposed since December 2022. My ticket # is: N S 0 Z X R 7 0
My hope is that neither my mother nor my son trips and gets hurt because of this exposed cable, because if this happens due to your negligence, I will look for a lawyer and we will resolve this problem in court, so I will finish paying off my mortgage
