Need to get ahold of Risk Management, electrical line cut at my elderly mom's home 2 weeks ago

A fiber optic line is being bored into the neighborhood behind my mothers house. She called me Wednesday October 14th that her AC was out and that her lights were flickering. I went over to see what was wrong with her AC unit and called an AC repairman. He came out to the house on Thursday October 15th for his assessment and saw that the subcontractors had dug a hole near the back fence line and the power line to the house was exposed. He assessed with help from his electrician that one of the 3 lines going to my mothers line was cut and less than 240 watts was going to the house, thus her AC was not able to run effectively in 90 degree weather. He was able to get Centerpoint Energy out to her house within a couple of hours and they installed a temporary line for a monthly fee of $450 dollars until the in ground power line is repaired. She spent an additional $375 for the AC repairman to replace the electrical component that was damaged with the power being cut. The AC repairman and myself have called and left messages on the number that was given to us 800-894-0374, I spoke to the customer service representative who transferred me to a voicemail on Thursday October 15th. I have yet to receive a call or message. Today is October 28, 14 days later, when the message expect a call in 72 hours.

I am seeking someone's attention and advice on getting my mother's electrical line repaired. The temporary line needs to be removed before the 30 days Novemeber 15, otherwise, she will be charged an additional $450 for the temporary line connection until the in ground line is either repaired or replaced. We need a certified electrician to come out and repair this and also need a crew to dig from the electrical post to my mother's electrical panel. 

Can someone please contact me regarding this problem that was created by AT&T installing fiber optic lines. When the work crew was there, my mother asked that they leave a card and they did not nor did they give her a name as to what company was working in her back yard. AT&T claims are handled through Sedgwick, their claims administrator. 

If you need to file a new claim, have the following information available:

Location – The physical address or GPS coordinates for the location where damage occurred.
Photos – Include close-ups and wide views of the area damaged. If possible, include photos of the person, vehicle, or equipment that caused the damage. Photos can be from cameras, cell phones, or other devices.
Once you have the information together, call the Sedgwick Claim Center at 855.365.4976, 8am - 4:30pm CST

Once the administrator receives the information, they will assign it to a claims examiner. The examiner will generally contact you within 3-5 business days to discuss the report and get additional information.

I will ask my AC repairman if he has any photos.

The crew that was there simply knocked on my mother's door and told her that they were working in her yard and after that her electricity and AC flickered and went out. She asked for a card and name when they were at the door, but responded that they didn't have any. I will get the information together and reach out to the number that was given.
