Internet Connection Availability

Is there any way i could be provided with a way to communicate with a representative concerning the availability of fiber optic internet where i live. I am an online student and internet connection is an important part of my daily life. I live in the middle of town and all the neighbors that are around my home have this internet service but when i go to type in my address it states that it isnt available. something else that confuses me on the subject is that  the internet that i currently have which is horrible and provided by GotW3 logging into the router it states that the provider is none other than At&t if that is the case then how could i not be eligible to revive fiber optic like everyone else around me.  If anyone has any information on this subject or can point me in the direction of someone that does i can be reached via email at [email scrubbed]
