HOA Fibre Connection for 160 Condo's

Good.Day. I'm a member of an HOA Board for a complex of 66 Homes and 160 Condo's. We are in East Oakland, Zip code 94603. I've been told by another member of the board that Fibre is bow available for the 66 homes, but not for the 160 Condo's. In fact one of the board members wbo lives in one of the homes already got it installed. I investigated the telecom closet for the condos and saw plenty of empty conduits for AT&T to come in install Fibre. Is there anyway to get this started as I'm sure plenty of people would like to ditch Comcast and make the switch? Your help is appreciated.
