Fiber Wire Install - Above or Underground

Can someone tell me how to go about getting fiber installed but not have it hanging from the pole strung across the backyard to the house? Looks like all of my neighbors who now have fiber have the wire hanging from the pole, draping across fences, hanging through trees, etc which is very dangerous and unpleasant looking. One house has it hanging about 3 feet above ground through their back yard which is asking for someone to get hurt and a (Edited per community guidelines). Why are none of these wires strung across the ground to later be buried like AT&T used to do?
