Driver complaint

I already have AT&T Fiber in Chicago and this has nothing to do with my installation.

Today, a driver was parked in from of my house taking up two spots so I asked him if he could move up. He began cussing at me and saying I was white privileged... because I asked him to move up a little?? I took a photo of the driver and license plate. How do I proceed to submit a complaint?
