Complete partial/started Fiber Bury process in yard

On Tuesday March 22 ATT came to bury the fiber in my yard.. The yard was trenched and then the installer had issues getting under the sidewalk. The installer left cones and said they would be back the next day to complete the process. On Thursday I saw the ATT truck collect the cones from my yard and drive off, I wasn't able to catch them. It is now Monday March 28 and I've had no communications as to the status. 
Who do I contact?

Under a sidewalk would require burying a brand new cable, not the one lying on the ground….

If you have fiber rolled up end at the side of home, the contractor completed their process. They do not connect fiber but complete the work order. The Buried Wire Center then creates a repair ticket for an Uverse tech to connect the new drop and remove the drop lying on the ground which will then be thrown away in dumpster for landfill.

If drop crossed sidewalk should not been installed, work order for burial request then return the installation to unknown due date till outside wiring was buried. Then installation could have been completed without disposing of new fiber…. Costly to company and us as landfill.
