UPS battery for BGW320

Due to extreme cold weather, we're experiencing rolling blackouts here in Texas and I was wondering if a UPS or battery backup would work for my BGW320 in this situation. In other words, does anyone know if the fiber coming into my house is impacted by a rolling blackouts outside my home? It makes no sense to put a ups on my BGW320 if the fiber goes dark during a blackout.

The local fiber from your address to the PFP is passive from the PFP to the CO is also passive... no electrical circuit. However the CO needs power, generally they have some type of generator, suspect diesel, that should maintain service as long as the diesel supply is kept filled.
