Technician visit required for static IP order?

Why is it required to have a technician visit scheduled for what would ultimately amount to providing me with a list of numbers to use for the static IP block I've ordered? It doesn't make a whole lot of sense and the two customer service representatives I've spoken to didn't understand my question both in chat as well as over the phone.

Company policy... billable $99 service call.

Static IPs are generally for business customers, who are not allowed self install option even for installing or replacing gateway.

Considering that a technically competent network guy or sysadmin would've knackered your gateway (with it's next to worthless "smart home" functionality) and put their OWN router in place (I just did this with my just freshly minted Gigabit link just a little bit ago.  Wifi 6 is nice, but the whole experience with the software you opted to run with gave me the willies OUTRIGHT...)  it's something that I find difficulty in believing you're making it a business only thing.

I know of at least Centurylink that will let you purchase a basic 8-pack block online and gives explicit instructions (Hint: AT&T...anyone asking for Static, Routable IP's are quite capable of doing this on their own and don't need a business account.  It's absolutely NOT rocket science.) which leads to the question, "WHY?!"

As John said...fair enough.  None of your other documentation indicates that this is the case, which is faintly disappointing.  Should just be a recurring bill of 15 per month and be done.  Should be a thing I can just order and you email me the info for the block and be done.
