Not able to watch youtube without vpn active

I have att fiber to my home, and I've been trying to play youtube on any of the devices on my network. For some strange reason, youtube is surely throttled if I'm using wifi. If I wish to use youtube, I must 1st turn on my VPN then start watching. I've been told that I would be charged if a repair person came out to my home to service any connections if no problems are found. Other than the youtube issue, everything is fine. I've also replaced the router in hopes of fixing this issue but still the same result. This happens on both wired and wireless connections.

We understand that your having a connection problem. Don't worry we can help figure out what's going on here.

Have you tried doing any other troubleshooting steps other than replacing the router?

Also please try testing your internet connection as well.

I've already got ipv6 turned off and dons settings on my device switched to 8.8.8.8 and 8.8.8.4 and I still get buffered youtube videos.

Do you have any 3rd party equipment in your network setup? Is there any difference when trying to stream it through an Ethernet connection as apposed to off of Wi-Fi? What internet plan do you have? You said other than this everything is fine, but are you experiencing slower speeds than normal using anything else?

No third party equipment on my network currently, I did have an Asus 801.x wireless router but it was originally purchased because of me thinking this was a wireless degradation issue but turned out when I set it up it preformed this same issue, so it was returned. Yes, I get the same inconsistencies when using ethernet connected devices. On my bill, it says "internet 1000 Stand-alone" fiber is my plan. Things like Netflix work with no issues. attached are screencaps from my phone standing right next to the att router, as you can see speed test are great but in the YT app with stats displayed you see Connection Speed: 243Kbps

Have you always had problems when connecting to YouTube, or did this start happening suddenly?

You may need to factory reset your Gateway and test it again, so we can ensure there isn't any setting that was inadvertently changed that would be the culprit. Any custom settings you may have for the WiFi passwords or port forwarding will be erased, so we recommend you write down any settings that you will want to change after the reset. You may also be able to quickly restore the settings from before the reset by going to ufix.att.com/restore, signing in and going to "View Available Backups".

I would say it's been happening for 6 months now.

I've reset my gateway and still the same. Here's some traceroutes when this occurs.
