Inbound IPv4 connection & power backup

I've been an AT&T Uverse Internet customer for a number of years. I've been generally satisfied with Uverse's speed, features and reliability, with a couple of exceptions.  AT&T is installing fiber in my neighborhood. I am considering getting fiber but need to get the answers to a couple of questions:

1. I have a generator to power things in my house in the event of a power outage. Uverse will go down after about 24 hours, if AT&T does not get a generator hooked up to the VRAD at the end of the street. After a hurricane, it generally takes AT&T about 36-48 hours to get to our VRAD, leaving me without Internet for 12-24 hours. Question: Does fiber have battery backup at intermediate points, like a VRAD? Do generators have to be distributed in the event of a power outage?
2. My Uverse gateway is running in passthru mode, connected to my ASUS router, which acts as a VPN, DLNA & print server, etc.  The gateway has a dynamically assigned IPv4 address which is not firewalled, except at the router. The ASUS router sees its input port as having the real-world IPv4 address of the gateway (108.76.143.XXX). ASUS provides me with a dynamic name server (DDNS), so that I can reach my network by name, even if the IPv4 address changes. Questions: Does AT&T fiber provide similar IPv4 passthru functionality, so that I can still run my router-based VPN server?
