ATT Fiber Upgrade Stops Outbound Network Solutions Emails

Upgraded from U-verse to Fiber. Unable to send email. Email service is with Network Solutions, POP3 using Outlook. Outlook error is
Task '[email scrubbed] - Sending' reported error (0x80042109) : 'Outlook cannot connect to your outgoing (SMTP) email server. If you continue to receive this message, contact your server administrator or Internet service provider (ISP).' You are the ISP.

If you are trying to use port 25, then your problem is that AT&T by default blocks traffic destined for port 25 coming from the consumer edge to prevent spambots.  Configure another port (587 typically).

Used the Microsoft article to change the default out going email port to 587. Opened and closed Outlook. Corrected the issue. Thanks.
