AT&T customers unable to access a specific website (routing issue within AT&T network)
AT&T customers are having an issue accessing fidm.us1.gigya.com. Requests are timing out at 12.81.131.73 (owned by AT&T) within the traceroute. I am an AT&T customer and I'm able to reproduce this issue.

I'm not sure how you know that traffic is "timing out" at a particular IP address. I'm picturing that you've done a traceroute and the responding hop is the IP you've given. That doesn't indicate an issue with that IP, but may indicate one with the NEXT hop, but you can't see the next hop. That's not all that unusual when traffic enters AWS (the host for your site), as they block ICMP by default.
If my guess above is not correct, please provide the actual diagnostics.
