Reward card never received - AT&T Internet service - AT&T Escalation team please check

I was CONVINCED by an AT&T ad online to sign up for  AT&T  Internet (12 month agreement) with the promise of receiving $250 in reward cards after a short 6 weeks. I had my services installed on December 27th, 2021 and redeemed my reward with claim number '702878761156' on 31st dec 2021 hoping to receive card within 6 weeks  but i never received it. After not receiving my reward cards for months, I called today and was informed by the rewards team that they were successfully delivered to my address on file but it was never reached to me. They said they cannot reissue the card now without giving proper reason. They gave me a phone number to the AT&T reward card center but it did not help.   I am truly convinced this was a scam to get me to sign up for a service . When I spoke to a member of the rewards team, all they could say is sorry, the rewards cannot be reissued. I feel so scammed and helpless. For some people, $250 is a good chunk of change to not receive as promised! Who can help me make this right?!?
