Online Bill Issue

Our business has 7 phone/fiber internet accounts and it is an issue every month to get our bill in a timely manner in order to pay it. I have to have a bill to send to accounting yet the bill is often not posted for a least a week after the date of the bill. 

I have already submitted an FCC complaint for this issue but it continues. 

Also, as a side note, I have been trying to use the chat on the small business ATT site and it just has a spinning icon and never loads.  

ATT makes it incredible difficult to contact customer service.

I don't know anything about the chat function but have you tried posting in the AT&T Business forums?  There's a category specifically for billing issues for business accounts.
