I have a slow connection (20 - 23mbps) with 30sec - 1min outages while paying for Internet 1000

Hey there,
I upgraded to 1gbps internet a few weeks ago and have had similar speeds as my previous plan (15 - 17mbps with previous plan -> 20 - 23mbps with Internet 1000). This is on a wired connection, with a network adapter that can handle 1gbps speeds, and no heavy-bandwidth programs running in the background. I get these same speeds on other devices as well as on a wireless connection. I've done a complete power cycle of my computer, the router, and the ONT to no avail. Speedtests still read 20 - 23mbps, and the readings are fairly consistent. I also experience random outages that last anywhere from 30sec to 1min in length.

I'd really like to get this fixed; a 1gbps connection should allow me to get 300+mbps on wired most of the time.

You did not specify the devices connected to the router. Is any of them gigabit ready? Also, check the cable you are using. Is it Category 6? There are other factors that also affect Internet speed such as your antivirus software, the number of devices connected to the network, and applications running, and the server. I have three laptops that yield different speed reports. The oldest one (not gigabit ready) running on Intel i3 processor has never gone past 50 mbps; the newer one (mid-level computer but gigabit ready) with Intel i7 processor gave me a highest speed around 600 mbps with antivirus on, averaging at more than 300 mbps, but clocked at more than 900 under Safe Mode. My newest laptop (bit of higher end) has been averaging at more than 900 mbps even with antivirus running. 

I posted a similar issue sometime back, and there had been solutions that might apply to yours.

Thanks for the reply -- I've tested from many devices, but mainly my desktop computer, which is gigabit ready (I checked device manager and I'm able to force 1gbps connections on the ethernet adapter over autonegotiation -- I've done that but it still yields the same results). All devices (desktops and laptops) yield the same result on wired: 20 - 23mbps. I've tried multiple CAT6 cables with the same result, as well.

Did you check the Ethernet status of your devices? Does the Speed indicate 1gb? Have you tried testing speed in Safe Mode?

By the way, I have no idea about the term autonegotiation. Care to explain what it is?

@The_Almighty thanks, I'll try this tonight.

@ArluDirectv yep, the ethernet device in the control panel can be set for multiple speeds up to 1gbps. I will test the device in safe mode tonight. Autonegotiation is a process by which two devices choose their speeds based on shared capability. It is a default setting on most commodity ethernet devices.
