We can't unlock this device because we can't locate it in our database of devices sold by AT&T.
I bought an iPhone 12 mini on ebay, I checked it is clean and already paid off, and I asked customer service if the device can be unlock.
But why is this displayed, how can I unlock it?

Because the IMEI isn’t in their database. May have not been used for a while, or some other reason. Regardless, the number isn’t in there, and so the online unlocking portal won’t work. You’ll have to call them and get them to manually Research the IMEI.
