There is no code for an iPhone.  Many AT&T customer service people are clueless and think iPhones use an unlock code that you can plug in to unlock.  iPhones do not work that way.

If your phone says No SIM restrictions, then the phone is unlocked, period.  It’s irrelevant what AT&T says, because the phone is physically unlocked.  If it not working with your SIM, there is another problem, either with the SIM from carrier you're trying to use, or maybe the phone doesn’t have the hardware for the correct frequencies.  In any case, there is absolutely nothing that AT&T can  do to get your phone working.

Contact the Philippino carrier. ATT can’t help you.

I have a spare iphone se 2016 which is unlocked too and I don't have any problem with my Philippines' sim. My T-Mobile sim works.  I'm not sure how to ask the question to the providers in the Philippines.

On your 2020 SE go To Settings>General>About and then go to the section for Carrier Lock. If it is unlocked then it should  indicate No SIM restrictions. If it does not, then the phone is not unlocked. If it is, then as @Sandblazer  says, contract your local carrier.

Keep in mind that even if AT&T has given permission to unlock your phone, the unlock is not complete until you connect to Apple servers yeah. If you have not connected via Wi-Fi or cellular prior to moving to the Philippines your phone has not completed the process.

Pardon me, I did not understand what you said. What do you mean by connecting to apple servers?

iPhones are unlocked via Apple’s activation servers.  The status on the server is changed to unlocked, and when the phone connects to the server, the phone is actually unlocked.  However, you don’t have to actually be in the US for the phone to be unlocked.  You just need to connect to the Apple servers from wherever you are in the world.

I just called At&t and was told that it was unlocked but with restrictions?

That makes no sense.  A phone is either locked or unlocked.
