Unlock iPhone 12 pro max
The situation is probably familiar to many. Recently I bought a new iPhone 12 Pro Max in Russia, but it turned out to be locked to AT&T. Apple Support said to contact you. I can't register on the site, since I don't have AT&T products. What should I do in this situation, please help.

Not sure what site you mean but you don’t need to register. Go to https://www.att.com/deviceunlock/
to unlock, put your request in as a non customer.

@sandblaster odds it’s lost or stolen or doesn’t qualify? I’d be Leary of buying a phone in Russia that’s locket to At&T

Given that the 12 Pro Max wasn’t released until Nov. 13, the minimum 60 days for active service for postpaid is just barely up. Seems very unlikely that it could have met any of the eligibility requirements before being sold in Russia. I’m betting the unlock will be unsuccessful.
OP, you need to take it back and get your money back. Not sure why anyone in Russia would even consider buying a US iPhone.

Guys, in Russia it is quite common to buy phones from the USA, since the import tax is quite high and because of the low dollar exchange rate we buy phones from the USA. The funniest thing is that I was able to activate it with a SIM from Russia, but after 2 days he blocked the SIM. As I understand it, it was purchased under an AT&T contract, but the full payment for it was not received ... The AT&T unlock site gives an error, the phone was activated on January 10th. The phone was bought from hands, the seller disappeared))

Who can offer to pay off? Only the original owner can pay it off and AT&T will not share that information with you. Fiery ? Yes because over the last 10 years in the forum we know how it goes and there’s always someone that cannot believe they are unable to unlock a stolen or non paid for phone. Carriers have strict requirements to unlock a phone and one of the first requirements it it be paid for. We’ve seen this 10000 times or more

Well now I know. It's just not nice to be scammed. Probably I will record a video on YouTube as a purchase of this phone, so that others do not get into a similar situation.
