Unlock Device Request Denied

I am trying to unlock my previous iPhone 8 Plus and twice so far I have been denied the request. When I am denied, it tells me that "The account owner info you entered doesn't match our records", but I am putting my father's name the exact way it is spelled on our family account and he is the owner of the account.
