This is primarily a customer populated for them so we would not have that information. Are you the original purchaser of the phone? Or did you purchase it from a third party?

Purchased from AT&T. All payments cleared more than a year back.

If a phone call from AT&T doesn't clear it, file an FCC complaint online. FCC complaint is forwarded to upper management and someone will call you.

In the meantime, let's look at the eligibility requirements for device unlock request. 

 

Your device:

  • Is an AT&T phone or device and isn’t active on another AT&T account.
  • Was paid in full when you bought it (not on an installment plan). You won’t have to wait 60 days to unlock it.
  • Has a paid-off installment plan.
    • Paid through your monthly bill: Submit your unlock request at the start of your next bill period.
    • Paid off early: The wireless number assigned to the device must be active for at least 60 days. Wait 48 hours after you make your final payment to submit your unlock request. Learn how pay off your installment plan.
  • Doesn’t have a past-due account balance. Make a payment to bring your account current. It will take 24 hours for your payment to post. 
  • Hasn’t been reported as lost, stolen, or involved with fraud.
  • Is an AT&T PREPAID phone that has had paid service for at least six months.

Same case here. I bought iPhone from SAMS CLUB full paid. And borrow my friend's att simcard for activation. And now i can't use other operator. My friend said may be it locked to att. When i submitted request for unlock. Att say my iPhone associated with fraud. Unbelievable!

🤦🏼‍♀️. Of course it's locked to at&t. And it should only have been activated with the SIM card that came with it. So yes you triggered fraud, essentially this is fraud.
