Unable to turn on Hotspot on new iPhone SE
I recently purchased an iPhone SE (2020) and have the AT&T Unlimited Elite(SM) plan associated with my line. I am unable to turn on personal hotspot. I have reset my network settings and keep getting call 611 or go to the website to change my plan to one that includes hotspot. I have tried to call support and got disconnected 30 minutes into the call. I am trying to avoid calling back.

Unfortunately it sounds like your plan has not been provisioned correctly to allow you to use your hotspot. The only way that's going to get fixed is for you to contact AT&T.
