unable to send message from iphone to android users ("Message Send Failure")

I have iphone 13 (iOS 16.0.3).   About 2-3 weeks ago, I started having this issue where I cannot send text messages to Android phones.   It tries to send for a few seconds, then got "Message Send Failure" and not delivered.    I have to retry a few times to send.   I did not have this issue before.

In my settings - Messages, I have the following enable (SMS, MMS, Group Message, iMessage).

First let's try to reset your device network settings. To do this, select the settings app Settings app > General > scroll to and select Transfer or Reset iPhone > select Reset Reset Network Settings > select Reset Network Settings again to confirm.

Hi,

This "network reset" seems to solve the "failure to send message" issue.   Will be monitoring when I send text to android users.
