This device has been flagged for fraud
A friend of mine (Friend 1) gave me an iPhone 11 Pro that was given to him by another friend of mine (Friend 2) who had it carrier-locked to AT&T under his account. I submitted the device to be unlocked yesterday, November 5, at 1:27AM CST, and received a notification that the device could not be unlocked due to being flagged for fraud at 3:27PM CST.
Both Friend 1 and Friend 2 expressed confusion as to how this could be, as Friend 1 did not use the device as a phone due to not having an AT&T account/phone number, and Friend 2 has not possessed/held the device for some time as he is currently working/living in Georgia whilst myself and Friend 1 are in Texas. Is there any way to get this phone properly unlocked from AT&T or am I out of luck trying to get this device carrier-unlocked?
Also, Friend 2 will be back in town for the holidays, so would it be possible for him to get it carrier-unlocked at a local AT&T store (not an authorized reseller) when he returns since he is the original account/device owner?
Any and all assistance would be appreciated. Thank you in advance for your help.

Only the original owner, who ever that is, can correct the fraud issue or whatever caused it to be blacklisted. AT&T can't. And if it is blacklisted, then it won't work on any other carrier as well as far a cellular goes.

The phone could have been stolen, lost, or not fully paid off. None of which AT&T can help you with.

According to Friend 2, he bought it from AT&T and paid it off a year ago. I'm doubly certain that it's paid off as I tried to have it unlocked once before on November 2nd and received a message back saying that there was a past due balance on the account associated. I talked to Friend 2, he paid the balance and got back to me on November 4th, prompting me to submit the unlock request detailed in the original post on November 5th.
EDIT: Friend 2 is the original owner and account holder, Friend 1 received the device in question from Friend 2, who then gave it to me.

@liketheisland Friend 2 will have to contact AT&T and clear it up. If he just paid it off on Nov. 4th it may take awhile for it to go thru the system, especially if it was flagged as an unpaid balance and blacklisted.
