If the phone is blacklisted it doesn't matter if you unlock it because you can't use it on any service provider anywhere.. It's a door stop

You can’t do anything. Only the person who had the phone blacklisted can’t get it removed from the blacklist. If that person isn’t you, then it won’t be removed.
