MIssing calls and voicemails

HI all:  I am using Iphone 11 - There are numerous instances of phone calls and voicemails that I never receive.  Sometimes a random voicemail will appear weeks later.  But this is an ongoing, frustrating issue.  I have reset the phone, gone to wireless support (https://www.att.com/support/wireless/), ran diagnostics - all say there is no issue with the phone.  Yet I am still missing calls and not receiving voicemails.  Any other ideas and suggestions are most appreciated.  Thank you.
