Iphone unlock - international Sim will not work
I brought an iphone in November 2019 as part of a pre-paid service, had the service active for 6 months and then unlocked the iphone. When I check the IMEI on ATT it says the iphone is unlocked however when I try to insert an international sim card in to the phone, I am receiving a message saying the 'Sim card you have currently installed in this iphone is from a service provider that is not supported by under the activation policy that is currently assigned by the activation server. This is not a hardware issue with the iphone. Please insert another simcard from another supported service provider or request that this iphone be unlocked by your service provider.'

I agree with @dwill05.
AT&T unlocked your phone but AT&T does not complete the process of unlocking iPhones, that is done by Apple.
Contact Apple first and make sure that they have received an unlock request and processed for your IMEI. If Apple did not process the unlock request then you'll have to request again through AT&T.
Once approved, you will need to connect to Apple servers to complete the process.
If you have an older iPhone, it needs to connect via a computer. Newer iPhones just need to do a backup and restore with iTunes over Wi-Fi.

Or else, Apple didn’t actually process the unlock. Where have you been using the phone since you unlocked it? Is this the first non-AT&T SIM that you’ve tried in the phone?
