Iphone needs factory reset.

I recently bought a locked Iphone and have been trying to unlock it for days now. The phone functions fine but when I try to type in a passcode it wont let me. I also cannot type in any number to make a call. The phones carrier is Att . I have the sim card from att and the iphones IMEID number. Is there any way that an ATT worker can do a factory reset of this phone on their end? And no, I do not have a mac or pc to connect any iphone to nor do I have an Icloud, itunes, or any AppleID information. I only have the sim card, IMEID, MEID, SN, ICCID.

If the previous owner did not remove their Apple ID or factory reset the phone then you bought a brick. AT&T or even Apple will not do this for you. They will only do it for the original owner with proof of purchase. If I were you I'd get your money back
