To sum up:
AT&T only recognizes the original purchaser of a phone. That person is responsible to pay off the phone in order for it to be unlocked in the future. AT&T privacy rules do not allow anyone else account access to accept payment on a phone.

If you purchase a phone second hand , you take your chances. The original owner may not have paid the phone off, may have defaulted on their entire account and owe thousands of dollars, they may have sold a phone that is lost or stolen and could be blacklisted in the future.

You have to have the phone completely paid off, not still be paying on it. If you have a payment due on May 30, its not paid off yet and can’t be unlocked until it is.

The phone is completely paid off. I bought it as a reused phone at a local store, Jumptronics. When I said I have a payment due on May 30th, that is for my current phone service monthly fees.

That means the previous user didnt pay it off. At&t does not have to unlock it if its not paid off.

Thanks for the info. Do you know if AT&T would accept payment from me on that person’s behalf then unlock it? I’m wondering how that person was allowed to sell it if they owed money on it?

No you cannot pay off someone else's bill. AT&T privacy rules do not allow any such access. The phone will never be paid off unless the original owner chooses to do so. Which also means that AT&T will not agree to unlock the phone.

The store that sold it to you probably doesn't check to make sure phones are paid off. There is also no database for them to do so.
