IPhone 14 plus arrived in mail with broken seals

I just purchased a iPhone14 Plus and it arrived from UPS today. When I opened up the box that it arrived in the iPhone was falling out of its box! The seals on the iPhone box were obviously sliced open by what looked like someone’s fingernail.  It was not cleanly cut open. What is going on here?! I am paying good money for a band new phone. Why was this box opened? I am not sure I want to keep this. I am not paying for a tampered with or possibly refurbished item!  What are my options?  I called customer care. They said I can return it but what is the process to get this replaced with a brand new unopened box?  Also, i will not be responsible for restocking fee. It is not my fault this box arrived with seals broken!
