Like our ACE @sandblaster said, you'll need to have a postpaid or PREPAID plan that includes mobile hotspot data as a feature. Without a plan with hotspot data, you won't be able to use a mobile hotspot even if your device support the feature.
If you already have one of these plans, just our Apple support page to see how to set up a personal hotspot. You can also check your device's Settings > Personal Hotspot and turn on the Allow Other to Join switch.
