Your service provider can only provide permission for Apple to unlock the phone. The final process has to be completed through Apple servers. Usually backing up the phone or signing into your iCloud account is all that is required to connect to Apple servers and complete unlock process.
Settings > General > About. If "No SIM restrictions" appears next to Carrier Lock, your iPhone is unlocked.

in the settings it says SIM is blocked, but on the at&t website, it says the phone is unlocked, I reset the settings and updated the phone! but the phone does not accept sim!

@Vadim_jet That’s not the screen that you need to be looking at. As @formerlyknownas said, you need to look at the carrier lock line in settings on the phone.

Has it been at least 24 hours since AT&T approved your unlock? It can take time for Apple to update their servers. If AT&T has done their part, and Apple has not, it may take another request from AT&T to finalize the unlocked process.
