Device you're trying to unlock is associated with fraud so we can't unlock it.

I am trying to unlock my Iphone 5S that was purchased and paid off with AT&T. I finished the terms of my two year contract and (+ some additional time) and the phone should not be associated with any type of fraud. Why can't it be unlocked? I switched to Verizon and closed my account with AT&T, is this just some way to punish me for leaving? Can anyone direct me to someone to talk to to get the phone, that I rightfully own, unlocked?

Same case here. I bought iPhone from SAMS CLUB full paid. And borrow my friend's att simcard for activation. And now i can't use other operator. My friend said may be it locked to att. When i submitted request for unlock. Att say my iPhone associated with fraud. Unbelievable!
