Device blocked rom network use...again.

This is the second time this has happened to me in the last year. I bought a phone directly from AT&T in a store. I watched them unbox it. Yet, my phone was blacklisted and I am unable to make calls. This time it happened to my boyfriend's phone as well. I cannot call AT&T to fix the issue because I am blocked from making calls. Last time they told me someone accidentally put in my phone EIN instead of the correct one, but I didn't believe it then and now I have less reason to believe that's what happened. 

How does this keep happening? Do I have any way to prevent this other than leaving AT&T?

Your chat help keeps telling me someone will call me to help me out, but I cannot make or receive calls so idk what i'm supposed to do here.

I used the chat function to get it fixed yesterday but it's happening again today. Restarting my phone and resetting network settings did nothing.

Thank you, I will be filing an FCC Complaint especially considering I emailed as AT&T suggested and no one ever got back to me. I just want to know what I can do when this issue happens again.
