Bought an iPhone from last owner who said it was unlocked but isn’t
So I just got this iPhone for $350 the lady said it was unlocked and well we have a different carrier we tried but then we noticed that it’s indeed still locked with Att. I have checked the att unlock but it says they still have payment what can I do?

You can try requesting an unlock here:

Request as a non-customer. But, be aware that if the phone doesn’t meet the requirements for to be unlocked, it won’t be. The fact that you have a name, number, and proof you bought it from someone doesn’t really mean anything. The phone either is eligible to be unlocked or it isn’t.
