No, not unless you have access to whatever iCloud account the phone uses and can disable it there. Otherwise, the only thing you can block is cellular usage. Even if you were to blacklist the phone, that won’t stop WiFi usage.

Or turn off your router.  I timed out our router at certain times of the evening.
