GoPhones require 6 months of usage on the network before they can be unlocked. No IMEI is found because you didn't use on the network, so it hasn't registered yet.
I apologize if there is any misinformation but a Wal-Mart associate isn't well versed in the terms and conditions of unlocking a device. The price of these phones does not equal full ownership and entitlement to use on another network. They're sold at a price that "subsidizes" the cost by counting on it being used on AT&T's prepaid service. We allow postpaid customers to buy them and use on their postpaid plans because in the end, AT&T retains those customers instead of them having a broken device and going somewhere else.
When it comes to other carriers and unlocking, the requirements need to be met. Must be used for 6 months on a GoPhone account before use and you can only unlock 5 phones a year.

All ATT phones are sold locked. Because you have not used them on ATT, they are not in the computer data base yet.
There is a limit on how many you can unlock in a year.
I suggest you sell on eBay as locked phones.

If you are wanting to unlock the phones to use on another network, how are you making AT&T grow.
If you bought the phones at WalMart and they are not as they sold them, take them back for a refund and buy phones that are not locked to a provider and are compatible with the network you want to use them on.
