unlock surface duo
I am in other country and bought a AT&T locked surface duo mobile phone from AMAZON.
I want to unlock it thru https://www.att.com/deviceunlock/ but it was failed . Due to I don't have a AT&T mobile no.
Anyone can help?

You don’t need an ATT mobile number to request an unlock. You need to answer “no” to the “do you have an ATT number” question. If that’s not working, it’s probably because you are not in the US. Try using a vpn connected to a US based network.

The phone was prob never activated so the unlock portal does not have a record of the phone.

Return the phone. AT&T won't have an IMEI on file. And you can't file an FCC complaint if you don't live in the USA to get the phone unlocked. Unless someone from AT&T support replies here you are stuck with a phone you can't use.
