No wifi calling button
My carrier runs on AT&T (Consumer Cellular). I suddenly had issues where my phone would not make or receive calls (WIFI calling as ALL carrier's signal are weak here). I went on line and purchased a newer used UNLOCKED phone (with WIFI calling capabilities) only after a week of calling different tech supports and jumping through hundreds of hoops, reset networks, etc. did I find out the you (AT&T) block all WIFI calling features on unlocked phones, even if they were on AT&T at some point. In this day and age, do you have a reasonable explanation why you do this?

You didn't say what phone you've purchased, which might have been useful information.
AT&T does not block all unlocked phones from using Wi-Fi calling. The fact is there are several reliable brands that will always work with full permissions and functions on AT&T, including Wi-Fi calling
An AT&T phone would have Wi-Fi calling. IPhones would have Wi-Fi calling. North American unlocked Samsung phones or Google pixel 4 and newer phones would have Wi-Fi calling.
There are a lot of unlocked phones that will not work on AT&T at all.. it is advisable to check before you buy

The phone in question is a Samsung Galaxy S20 Ultra. All tech support personnel agree it should have WIFI calling.

Is it G981U, or G981U1 model?
Those are the North American unlocked versions and the only versions that will work with AT&T Wi-Fi calling or Verizon Wi-Fi calling.
Since you are a consumer cellular customer, their list of Wi-Fi calling capable phones may be different (Even though it is running on the AT&T network)
The phone must be unlocked and be running current software.

North American unlocked version. Performed several updates before transferring data from old phone. Consumer Cellular says WIFI is turned on and should be functional. Been calling service centers for about a week now (Samsung, Consumer Cellular, etc.) to no avail. The only remaining explanation is the AT&T blocking I read about from several users on the forum.

Carrier supports both WIFI calling and the phone. Checked a FEW times that WIFI calling had indeed been turned on and/or enabled. I also know of other individuals that own the same model and use WIFI calling. Neither Carrier nor Samsung tech support can get it enabled. Then why else are there no WIFI calling options on the phone.
