Mexico roaming

Is it true my phone's from America's not gonna work in Mexico everywhere? I look on your site I see People having trouble working their phones in Mexico.. Least when I was with T-Mobile, my phone worked everywhere. It worked off a Telel,are you not having roaming agreement with telcel? T-mobile does and I never had a problem using  my because t-mobile has agreement with all the carriers in Mexico.
