I've unlock code but it's not working
I purchased my At&T Android from Ebay 3 years ago i request unlock device but the request was denied due to some past payment i don't know about.
, So how can i unlock my device in this case.

There's a difference between an unlock code not working, and AT&T telling you they can't give you an unlock code because the phone wasn't paid off.
This is the risk you take when you buy a second hand phone off eBay. Whoever purchased the phone didn't pay for it. AT&T is under no obligation to release a phone that was not paid off.

Yes,it was still a financed device at the time on someone elses account.I tell everyone that if you buy one 3rd party make sure you get the IMEI number and make sure it's free and clear of any financing,and it isn't blacklisted.Depending on the device,Ebay may be an option from a 3rd seller.You still have a little hope!
